The plan should include the different overlapping instances, one over the other, as a radical measure to organize the city and traffic.
The rector at Universidad Nacional Pedro Henríquez Ureña (UNPHU), Architect Miguel Fiallo Calderón, raised the need to design a “metropolitan development plan” and “urban cabinet”, as he expressed it during the opening celebration of the Urban Mobility Forum, sponsored by Listín Diario.
Architect Fiallo said that the metropolis of Greater Santo Domingo, the main urban center of the country, hosts every work day of about 5 million inhabitants, the city is always subject to an increasing demand for urban services that manifest themselves in three fundamental processes: the uncontrolled growth of the urban patch, the systemic disorganization of traffic, and the failure of service infrastructure.
In his exhibition, Architect Fiallo expressed that within the short-term objectives pursued by the forum, some immediate measures can be implemented, but, without losing sight of the final objective and cited among others:
– The rigorous application of law 63-17 on mobility, land transport, transit, and road
safety.
– Ensure proper vertical and horizontal signaling of the roads, as well as ensuring that citizens are aware of them.
– Establish a staggering of working hours, after studying the public, private and commercial sectors.
– Reducing traffic agents that come into contradiction and present duality with traffic lights.
– Restore the car magazine and remove from circulation those that do not meet the essential technical requirements.
And many other actions that will be presented by the UNPHU technical team.
Rector Fiallo recalled that UNPHU has stood out since its foundation in being a space for discussion of the most important urban planning initiatives in the country and that is why it immediately supports the forum, which indisputably points to an urgent and essential problem to advance the sustainable development of the Dominican Republic.
He ended by congratulating Listín Diario and its Director, Mr. Miguel Franjul, for the importance and relevance of the initiative of the Forum on Urban Mobility in Santo Domingo.
The Forum was held on January 16, 2024, in the auditorium of the Ministry of Foreign Affairs of the Dominican Republic (MIREX).
